Context:

MKUltra was a CIA mind control program running from 1953 to 1973. Its goal: develop techniques to control human behavior, including interrogation, brainwashing, and memory manipulation. The program conducted experiments on unwitting subjects, often without their knowledge or consent, in the name of Cold War national security.

Evidence:

The Church Committee hearings in 1975 exposed MKUltra. Director of Central Intelligence Richard Helms ordered all MKUltra files destroyed in 1973. Despite this, a cache of 20,000 documents survived - they'd been misplaced in a records storage facility and escaped destruction. The CIA gave LSD to sex workers to dose clients in "safe houses" while observers watched through one-way mirrors. They dosed unsuspecting subjects in bars, restaurants, and on the street. At least one person died - Frank Olson, a biological warfare scientist, was given LSD without knowledge and fell from a hotel window days later. Canadian researchers under CIA contract gave massive LSD doses to mental patients at Montreal's Allan Memorial Institute, subjecting them to weeks of drug-induced sleep and electroshock therapy. Some emerged permanently damaged. Canadian universities conducted related research - McGill University was involved in early mind control research, and the Allan Memorial Institute in Montreal performed horrific experiments with CIA funding.

Counterpoint:

The CIA claims MKUltra was a product of its time - Cold War fears that the Soviets and Chinese had perfected brainwashing techniques (based on Korean War POW confessions). They argue the research was defensive, trying to understand and counter potential enemy mind control. Most records were destroyed, making full accountability impossible. The CIA has since reformed its oversight, and such experiments would be illegal today. Victims and families received settlements and apologies. The program's effectiveness is questionable - despite 20 years and millions spent, MKUltra never achieved reliable mind control techniques.
